The 5 levels of Dreyfus are pretty much arbitrary, and I would say not at all solid enough to base a whole structure on. A better used level scheme (at least in the EU) is the Wikipedia: European Qualifications Framework with 8 levels. Note that the column now called “Responsibility and autonomy” used to be called simply “Competence” from when the framework was set up and for several years after that. But in practice, the different levels in any professional or vocational domain are best worked out in the context of that particular domain, taking into account the way in which people actually progress in their careers, and the actual responsibilities they are expected to take on.
